Freshly bedded horse stall. To bed a horse stall starting from scratch, first clean out old or soiled bedding and strip down to the dirt or similar footing. Then, add shavings. Using bagged shaving bales, first bedding a stall will take anywhere from 3 to six bales (subsequently, you'll only need to add one or two bales a week as the dirty stuff is hauled off). Try to make bedding slightly deeper on the sides against the walls, so the horse won't roll and get stuck.
